摘要
基于对新制度主义强调组织趋同的批判,制度逻辑理论提出个体和组织处于多重制度系统,既受到多重制度秩序的影响,又具有能动性。粤港澳合作办学高校由于其所处的特殊区域和承担的特殊使命而面临包括市场、科层、专业、政治、国家、文化和社区等制度逻辑的影响。多重制度逻辑影响下的粤港澳合作办学高校是典型的混合型组织,具有不同于一般高校的组织特征,包括特殊时空场域带来较高的制度复杂性、学校法律地位与类别存在不确定性以及多重组织目标与多重个体身份的分歧与冲突。粤港澳合作办学高校应当采取以下发展策略:“及时出台相关政策,重新界定粤港澳合作办学高校的办学性质”“积极发挥组织能动性,寻求多重制度逻辑下的组织发展空间”“有效利用制度差异张力,实现粤港澳合作办学高校制度创新”“基于区域发展需求多元化,拓展粤港澳合作办学高校的科学研究与社会服务职能”。
Based on criticism of the emphasis on organizational isomorphism in neoinstitutionalism,institutional logic theory proposes that individuals and organizations are embedded in multiple institutional systems,influenced by multiple institutional orders while possessing agency.Guangdong Hong Kong Macao Cooperative Universities face the influence of institutional logics,including politics,country,market,bureaucracy,profession and culture.Under the influence of multiple institutional logics,Guangdong Hong Kong Macao cooperative universities are typical hybrid organizations with organizational characteristics different from general universities,including high institutional complexity brought by special temporal and spatial fields,uncertainty in the legal status and categories of universities,and differences and conflicts between multiple restructuring objectives and multiple individual identities.Guangdong Hong Kong Macao cooperative universities should adopt the following development strategies:promptly issuing relevant policies to redefine their nature,actively exercising organizational agency to seek organizational development space under multiple institutional logics,effectively utilizing the tension arising from institutional differences to achieve institutional innovation,and diversifying based on regional development needs to expand their research and social service functions.
