摘要
在国家政策引导与医院发展需求的双重推动下,大型公立医院后勤服务社会化转型成为提升运营效率与核心竞争力的重要途径。本文系统构建了“决策—执行—监管”全流程转型模型,涵盖外包模式选择、风险效益评估、招标实施、人员安置及多部门协同监管等关键环节,并提出外包过程中需注意的合同界定、监管边界、采购策略与信息化建设等问题,以期为同类医院后勤服务社会化提供实践参考。
Under the dual impetus of national policy guidance and the development needs of hospitals,the socialized transformation of logistics services in large public hospitals has become an important way to enhance operational efficiency and core competitiveness.This paper systematically constructs a full-process transformation model of"decision-making—execution—supervision",covering key links such as the selection of outsourcing models,risk-benefit assessment,bidding implementation,personnel placement,and multi-department collaborative supervision and management.It also puts forward issues that need attention during the outsourcing process,such as contract definition,regulatory boundaries,procurement strategies,and informatization construction so as to provide practical references for the socialization of logistics services in similar hospitals.
