摘要
粤港澳大湾区作为中国高质量发展的战略核心区域,在城市更新与法治建设中面临多样化的法律服务需求与挑战。传统法律服务模式因效率低、成本高及语言壁垒,难以满足区域多法域、多语言环境下的基层法律需求。本文基于自主开发的AI法律诊所App,该App以“法律+AI”交叉创新治理为逻辑起点,依托豆包大模型,通过LoRA微调、区块链存证及联邦学习技术,构建了支持粤语、普通话与英语的多语言法律服务系统,覆盖城市更新、区域整合、旧村改造纠纷等各种场景。App通过分类分级优化、多语言准入规则、责任主体分配及动态优化机制,确保服务效率与数据安全。并且,校地合作模式为App的开发与推广提供了组织保障,实现了教育资源与社会需求的深度融合。本文分析了App的技术架构、创新应用及社会效益,探讨了其在区域法治建设与法律教育改革中的潜力,同时提出技术与伦理挑战及未来发展方向。研究表明,AI法律诊所App为粤港澳大湾区的基层法律服务提供了创新解决方案,具有显著的区域适用性与推广价值。
The Guangdong-Hong Kong-Macao Greater Bay Area(GBA),as a strategic core region for China’s high-quality development,confronts diverse and complex demands for legal services amid urban renewal and the advancement of the rule of law.Traditional legal service models,hampered by inefficiency,high costs,and language barriers,are ill-equipped to meet grassroots legal needs within the region’s multi-jurisdictional and multilingual environment.This paper presents an independently developed AI-Powered Legal Clinic App,which adopts an interdisciplinary“law+AI”governance innovation as its logical foundation.Leveraging the Doubao large language model,the App integrates LoRA fine-tuning,blockchain-based evidence deposition,and federated learning technologies to construct a multilingual legal service system supporting Cantonese,Mandarin,and English.The platform covers scenarios including urban renewal,regional integration,and disputes arising from old village redevelopment.Through categorical and tiered optimization,multilingual access protocols,assignment of responsible entities,and dynamic improvement mechanisms,the App ensures service efficiency and data security.Furthermore,a university-government collaboration model provides institutional support for the App’s development and deployment,fostering deep integration between educational resources and societal needs.This article analyzes the App’s technical architecture,innovative applications,and social benefits,explores its potential in regional rule-of-law construction and legal education reform,and addresses associated technical and ethical challenges as well as future development directions.The study demonstrates that the AI-Powered Legal Clinic App offers an innovative solution for grassroots legal services in the GBA,exhibiting significant regional applicability and scalability.
