摘要
新质生产力所具有的颠覆性、融合性与高度不确定性特质,从根本上重塑了拔尖创新人才的素质要求与生成逻辑,迫切要求其具备跨界融合能力、颠覆性创新思维与战略领导力。针对传统线性人才培养范式的结构性失灵,构建了“人才技术制度”三元共生整合分析框架,揭示三者“人才驱动技术迭代、技术倒逼制度变革、制度赋能人才涌现”的协同演化逻辑。这一框架阐明,新质生产力的发展本质上依赖于一个健康、动态的三元共生生态系统,从而为破解拔尖创新人才“生成”而非简单“培养”的时代命题提供了新的理论解释。新质生产力与拔尖创新人才培养在实践中的内生互构,面临要素耦合失灵、技术角色矮化、制度供给僵化与文化生态稀薄等多重深层梗阻。构建面向新质生产力的拔尖创新人才共生体系,亟需推进系统性路径变革:战略联动凝聚共识,制度破壁松绑赋能,范式重构融合跨界,平台铸就融通资源,文化涵养激发涌现。“人才技术制度”三元共生框架,为理解和系统塑造支撑新质生产力跃迁的人才生成生态,提供了整合性的理论范式与实践路线图。
The disruptive,integrated and highly uncertain characteristics of the new quality productive forces have fundamentally reshaped the quality requirements and generation logic of top-notch innovative talents,urgently demanding that they possess cross-border integration capabilities,disruptive innovative thinking and strategic leadership.In response to the structural failure of the traditional linear talent cultivation paradigm,a tripartite symbiotic integrated analysis framework of“talent,technology and system”was constructed to reveal the co-evolutionary logic of the three:“talent drives technological iteration,technology forces institutional change,and system empowers talent emergence”.This framework clarifies that the development of new quality productive forces essentially depends on a healthy and dynamic ternary symbiotic ecosystem,thereby providing a new theoretical explanation for solving the contemporary proposition of“generating”rather than simply“cultivating”top-notch innovative talents.The endogenous mutual construction of new quality productive forces and the cultivation of top-notch innovative talents in practice is confronted with multiple deep-seated obstacles such as the failure of element coupling,the deification of technical roles,the rigidity of institutional supply and the thinning of cultural ecology.To build a symbiotic system of top-notch innovative talents oriented towards new quality productive forces,it is urgently necessary to promote systematic path transformation:strategic linkage to build consensus,institutional breaking down and relaxation to empower,paradigm reconstruction to integrate and cross boundaries,platform forging to integrate resources,and cultural cultivation to stimulate emergence.The“trinity symbiotic framework of talent,technology and system”provides an integrated theoretical paradigm and practical roadmap for understanding and systematically shaping the talent generation ecosystem that supports the leap of new quality productivity.
