摘要
统筹发展和安全在当下表现为实现高质量发展和高水平安全之间的良性互动。当前,新质生产力的发展已在实践中形成了对高质量发展的强劲推动力,但实现高水平安全的有效推动力和引领力尚未明晰。为了探求这一问题,本研究以新质生产力的发展为重要背景,讨论了新质安全力的出场逻辑、现实挑战,并在此基础上对治理工具、价值共识、风险认知、治理体系、时空环境五个要素在形成新质安全力过程中的典型问题域、互动关系与实践要求进行深入分析,以对这一概念进行清晰阐释。新质安全力是超越传统安全治理范式的一种系统性能力,其遵循以人民为中心的系统安全观,通过对风险的动态性认识与革新性理解、治理体系的适应性调试,实现安全治理综合能力的提高。
Coordinated development and security are manifested as a positive interaction between achieving high-quality development and high-level security.At present,the development of new quality productive forces has formed a strong driving force for high-quality development in practice,but the effective driving force and leading force for achieving high-level security is not yet clear.In order to explore this issue,this study takes the development of new quality productive forces as an important background,and discusses the emergence logic and real challenges of new quality security forces.On this basis,a thorough analysis will be conducted on the typical problem domains,interactive relationships,and practical requirements of the five elements of governance tools,value consensus,risk awareness,governance system,and spatiotemporal environment in the process of forming new quality security forces.Through these,this study provides a clear explanation of this concept.New quality security forces is a systematic ability that transcends the traditional security governance paradigm.It follows the people-centered system security concept.Through the dynamic understanding and innovative understanding of risks and the adaptive debugging of the governance system,the comprehensive ability of security governance can ultimately be improved.
