摘要
文章分析总体规划的修改类型,研究空间规划体系下先行城市的实践探索,提出总体规划修改的类型及建立维护机制的必要性。提出规划维护是一种主动的、预防性的措施,在不改变规划本体成果的情况下,通过机制建设调整实施措施,维持系统的运行。应该将上位规划和专项规划的优化视为对总体规划的一种维护。在机制优化方面,建议将近期规划作为总体规划维护的阶段性载体,要明确“上位”规划的范围及效力;建立广义的总体规划成果概念并提升近期规划定位;在总体规划编制方面要明确规划事权,真正做到“规划瘦身”,明确管控的内容,同时适当赋予规划的弹性为维护留有余地。
This paper analyzes the types of modification of the master plans,studies the practical exploration of the pioneer city under the spatial planning system,and puts forward the types of modification of the master plan,and the necessity of establishing a maintenance mechanism.It is proposed that planning maintenance is an active and preventive measure,which can adjust implementation measures through mechanism construction and maintain the operation of the system without changing the results of planning.The optimization of upper planning and special planning is a kind of maintenance of the master plan.In the aspect of mechanism optimization,it is suggested that the near-term planning should be used as the carrier of territorial spatial master plan maintenance,and the scope and effectiveness of"upper"planning should be clarified.Establish a broad concept of master plan outcomes and improve near-term planning positioning;In the process of preparing the master plan,it is necessary to clarify the planning authority,truly achieve"planning slimming",clarify the content of control,and appropriately give the flexibility of planning to leave leeway for maintenance.
