摘要
数据要素作为新型生产要素,正深度融入经济社会各领域,其价值驱动作用日益凸显。在加快建设全国统一大市场的战略背景下,深化数据要素市场化配置改革,是支撑“人工智能+”落地、打破“内卷式”竞争与培育新质生产力的关键路径。“十五五”时期,我国数据要素市场化改革将从“局部试点”迈向“全国统一”的攻坚阶段,然而仍面临地方保护与市场分割导致的流动不畅、产权界定模糊、收益分配失衡等现实挑战,难以形成统一开放、竞争有序的数据市场,制约了配置效率与市场活力。为此,必须着力破除制度性障碍,通过“制度创新—技术赋能—市场驱动—生态协同”的系统性改革,构建适应全国统一大市场要求的数据要素治理体系,从而充分释放数据要素的“乘数效应”,为经济高质量发展注入强劲动能。
As a new factor of production,data elements are deeply integrated into all areas of economic and social life,with their role as a value-driver becoming even more prominent.Against the backdrop of building a unified national market,deepening the market-oriented allocation reform of data elements has become a key path to support the implementation of the“AI+”strategy,overcome the“involutionary”competition patterns and cultivate new quality productivity.During the“15th Five-Year Plan”period,China’s market-oriented allocation reform of data elements will move from“local pilot exploration”to a critical stage of building a unified national market.However,the reform process still faces practical challenges,such as impeded data flows due to local protectionism and market fragmentation,ill-defined property rights,and imbalanced data benefit distribution.These factors hinder the formation of a unified,open,competitive and orderly data market,which greatly restricts the efficiency of data element allocation and the vitality of the market.To resolve these issues,a systematic approach is imperative.We propose a framework centered on“institutional innovation,technological empowerment,market-drivers,and ecological collaboration”to accelerate the construction of a data element governance system that meets the requirements of a unified national market.This will fully unleash the“multiplier effect”of data elements,injecting strong impetus into high-quality economic development.
