摘要
建设全国统一大市场是党中央从战略高度作出的重大决策,也是畅通国内大循环、推动构建新发展格局的必然要求。党的十八大以来,党中央陆续出台了一系列针对性强的政策法规与规范性文件,把加快推进全国统一大市场建设工作摆在突出位置。但受历史与现实因素制约,地方保护主义屡禁不绝、行政执法尺度不统一等突出问题逐渐显现,成为全国统一大市场建设过程中的堵点卡点问题。解决这些问题的重点措施应聚焦于保障企业自主经营权、推进企业信用评价公平统一、深化地方标准管理制度改革、规范地方招商引资行为、加快综合执法规范化建设等关键领域,以期建设高效规范、公平竞争、充分开放的全国统一大市场,进而为构建高标准市场体系和高水平社会主义市场经济体制提供有力支撑。
Building a unified national market is a major decision made by the Central Committee of the Communist Party of China from a strategic perspective,and it is also an inevitable requirement for smoothing the domestic circulation and constructing a new development pattern.Since the 18th National Congress of the Communist Party of China,the country has successively introduced a series of targeted policies and documents,placing emphasis on accelerating the construction of a unified national market.However,constrained by historical and current factors,problems such as local protectionism and inconsistent standards have gradually emerged,becoming bottlenecks in this process.The key measures to solve these problems should focus on several key areas,including safeguarding enterprise rights,unifying enterprise credit evaluation,reforming local standard management systems,and regulating local investment promotion behavior,in order to build an efficient,standardized,fair competition and fully open national unified market,thereby providing strong support for the construction of a high standard market system and a high-level socialist market economy system.
