摘要
全国国土利用动态全覆盖遥感监测项目的高质量完成能够有效支撑年度国土变更调查开展,更好服务经济社会发展以及支持国土空间精细化管理。与以往的调查监测类项目不同,全国国土利用动态全覆盖遥感监测项目具有工期紧、任务量大、评价指标严格等特点。本文基于陕西测绘地理信息局2024年度全覆盖遥感监测项目成果质量情况以及上级管理单位质检及抽查意见,开展项目成果质量及质检意见分析。根据统计数据及分析结果并结合实际参与项目情况,提出如下建议:针对新增建设层、耕地变化层漏提,以及大面积图斑的漏提等易造成批次矢量成果不合格的情况,应进一步加强技术培训,充分重视易造成批次矢量成果不合格的错误类型;针对项目前期不合格批次矢量成果较多的情况,应及时开展试生产工作,统一技术尺度;针对项目生产紧张时批次影像成果整体质量下降的情况,应合理安排不同时间段任务量并充分做好相关技术人员的储备工作。
The high-quality completion of nationwide full-coverage remote sensing monitoring project for dynamic land use can effectively support the annual land use change survey,better serve socio-economic development and facilitate the refined management of territorial space.Distinguished from previous survey and monitoring projects,this project is characterized by a tight schedule,large workload,and strict evaluation criteria.Based on the quality assessment results of the full-coverage remote sensing monitoring project of Shaanxi Bureau of Surveying,Mapping and Geoinformation in 2024,and the inspection feedback from the superior management unit,this paper conducts an analysis of both the project outcomes and quality review comments.According to statistical data and analytical findings,combined with hands-on project involvement,relevant suggestions are proposed.In response to issues such as the omissions of newly added construction layers,cultivated land change layers,and large-area patches,which easily lead to non-compliant batch vector results,it is imperative to strengthen technical training and pay full attention to these error types that frequently cause batch vector results to be disqualified.Given the high number of non-compliant batch vector results in the early stages of the project,the trial production should be initiated promptly to unify the technical standards.Furthermore,considering the overall decline in the quality of batch image results during intense project workload,it is essential to reasonably allocate the tasks across various project phases and fully reserve the relevant technical personnel.
