摘要
为加快建立自然资源统一调查、评价、监测制度,自然资源部先后印发《自然资源调查监测体系构建总体方案》和《自然资源调查监测技术体系总体设计方案(试行)》,提出了构建土地及森林、草原、水、湿地等各类自然资源统一调查监测的总体技术架构、主要技术路线和工程化技术实现路径,在全国范围开展了试点,取得了积极成效,基本构建了“空天地网”一体化的自然资源调查监测技术体系,为自然资源管理奠定了坚实基础。本文重点对各类自然资源调查监测的业务基础进行了梳理,对自然资源调查监测技术体系构建过程中国家及地方层面的业务实践进行了总结,针对目前存在的问题,提出下一步优化的建议。
In order accelerate the establishment of a unified systern for natural resources survying,evaluating and monitoring,Ministry of Natural Resources issued the"Overall Plan for Natural Resource Surveying and Monitoring System",and the"Designing Plan of Natural Resource Surveying and Monitoring Technological System(Trial)",which propose the overall technical framework for the unified surveying and monitoring of various natural resources such as land,forest,grassland,water and wetland.In addition,pilot projects have been carried out nationwide,and positive results have been achieved.Nowdays,an integrated natural resource surveying and monitoring technology system of"sky-space-ground-network"has been basically established,laying a solid foundation for the modern supervision of all elements,all processes and all coverage of natural resources.This paper focuses on the foundation and existing problems of various natural resources surveying and monitoring system,and summarizes the business practices at the local and national levels in the construction of natural resources surveying and monitoring technology system,and puts forward suggestions for further optimization of the natural resources surveying and monitoring technology system.
