摘要
皮革行业碳排放监管面临产业链长、排放源复杂及监管体系薄弱等挑战。由此,可基于皮革行业制冷剂使用、鞣制能耗、废水甲烷排放及固废处置差异等特性,剖析区域性核算标准不一、供应链追溯缺失、责任划分模糊等困境。本文通过梳理国内现有政策法规体系存在的问题,借鉴国际碳排放监管经验,提出构建专项立法、革新核查机制、强化三级责任联动的制度路径,以此为行业低碳转型提供相应法律保障。
The carbon emission supervision of the leather industry is confronted with challenges such as a long industrial chain,complex emission sources,and a weak supervision system.Based on the characteristics of the leather industry,such as the differences in refrigerant usage,tanning energy consumption,methane emissions from wastewater,and solid waste disposal,the predicaments of inconsistent regional accounting standards,lack of supply chain traceability,and ambiguous responsibility division can be analyzed.By analyzing the issues existing in the current domestic policy and regulatory system,and drawing on international experience in carbon emission supervision,a system path of building special legislation,innovating the verification mechanism,and strengthening the three-level responsibility linkage is proposed to provide corresponding legal guarantees for the low-carbon transformation of the industry.
