摘要
以突破传统高校食品安全监管局限性为目标,探讨智慧监管理论的应用价值与实践路径。首先,厘清智慧监管理论框架,将其划分为监管理念、监管主体、监管方法和监管技术4个维度,并纳入八大核心原则:一是规避相邻政策不良影响,二是构建多元政策工具组合,三是推动多机构参与政策实施,四是传统工具失效时引入创新工具,五是强化激励与信息工具应用,六是优先采用非干预性政策,七是在必要范围构建富有活力的政策工具“金字塔”序列,八是追求协同治理最大共赢。其次,以D大学为实证案例,详细阐述该校依托上述智慧监管理论框架开展的食品安全管理创新实践:在监管理念层面拓展价值维度以实现多目标平衡,在监管主体层面构建多元协同机制以汇聚食品安全治理合力,在监管方法层面完善标准化体系与层级化培训以提升执行效能,在监管技术层面通过数据融合与智能应用以强化食品安全风险防控。通过对智慧监管理论框架的系统梳理及D大学实践案例的深入剖析,为高校食品安全智慧化管理提供了坚实的理论支撑与可借鉴的实证依据。
Aiming to transcend the traditional limitations of food safety supervision in colleges and universities,this paper probes the applied value and practical pathways of the smart-regulation theory.First,it clarifies the theoretical architecture by dividing it into four dimensions—regulatory philosophy,regulatory actors,regulatory methods and regulatory technology—and embeds the following eight core principles:①to avoid adverse spillovers from adjacent policies;②to assemble a diversified portfolio of policy instruments;③to promote multiagency participation in policy delivery;④to introduce innovative tools when traditional ones fail;⑤to intensify the use of incentive-and information-based instruments;⑥to prioritize non-interventionist measures;⑦to build a dynamic“pyramid”sequence of policy tools within the necessary scope;⑧to pursue the maximum win-win of collaborative governance.Secondly,taking D university as an empirical case,it elaborates the university’s innovations under the following framework:expanding value dimensions in regulatory philosophy to balance multiple objectives;constructing a multi-actor synergy mechanism to pool governance forces;perfecting a standardized system and tiered training to raise enforcement efficacy;and integrating data with intelligent applications to strengthen risk prevention and control.By systematically mapping the smart-regulation framework and dissecting D university’s practices,the study offers solid theoretical support and replicable empirical evidence for the intelligent management of food safety in colleges and universities.
