摘要
改革开放以来中国主动融入全球化进程,既创造了人类经济发展史上的举世瞩目成就,也暴露了关键技术和核心技术不足、受资本全球积累结构掣肘的问题。新质生产力以原创性和颠覆性科技创新为核心,以战略性和未来产业为依托,为破解资本全球积累结构对中国产业链的“低端框定”和价值链的“低端锁定”,提供了内生动力和物质基础。为此,以新质生产力重塑资本全球积累结构,要以建构新发展格局为基础,以协同国内外价值链为重点,以中国特色科技体制为依托,为广大发展中国家应对全球资本积累结构提供“中国方案”。
Since the reform and opening up,China has actively integrated into the globalization process,which has not only created remarkable achievements in the history of human economic development,but also exposed the problems of insufficient key technologies and core technologies,which are constrained by the global capital accumulation structure.New-quality productivity takes original and subversive scientific and technological innovation as the core,and relies on strategic and future industries,which provides endogenous power and material basis for breaking the“low-end framing”of China’s industrial chain and“low-end locking”of the value chain by the global accumulation structure of capital.Therefore,to solve the global capital accumulation structure with new quality productivity,we should build a new development pattern,focus on cooperating with domestic and foreign value chains,and rely on China’s characteristic scientific and technological system to provide a“China plan”for developing countries to cope with and solve the global capital accumulation structure.
