摘要
本研究基于技术转移视角,将中国高技术产业链与创新链融合过程划分为技术转移开始、应用和推广3个阶段,据此构建网络SBM-DEA模型,测度2010—2022年全国及省份高技术产业链与创新链融合效率、定量分析融合模式,借助Tobit模型识别机制。研究发现:(1)中国高技术产业技术转移具有区域间长期分化与阶段性波动并存的特征,其双链融合效率呈现沿海引领、中西部追赶的格局;(2)以双链融合的整体效率为基准,结合阶段效率的结构特征,融合模式可划分为研发主导—应用瓶颈、应用反哺—转化跃迁、全链协同—效率引领、基础薄弱—链路阻滞这4种类型;(3)融合机制表现为产业基础支持、需求牵引与要素流通的驱动机制以及金融环境错配、政府支持割裂与创新惰性的抑制机制。异质性机制分析结果表明融合路径需适配独特要素禀赋、产业结构和制度环境。不仅助益于破解中国高技术产业链与创新链融合的技术转移瓶颈及其背后机制,还为精准探析融合模式提供定量依据。
Based on the perspective of technology transfer,the study divides the process of integrating China's high-tech industrial chain and innovation chain into three stages including the beginning,application,and promotion of technology transfer.A network SBM-DEA model is constructed to measure the integration efficiency of the high-tech industrial chain and innovation chain at the national and provincial levels from 2010 to 2022,and to quantitatively analyze the integration patterns.The Tobit model is used to identify the mechanisms.The research findings are as follows.The technology transfer in China's high-tech industry features both long-term regional differentiation and periodic fluctuations.The integration efficiency of the dual chains shows a pattern where the coastal regions lead and the central and western regions catch up.Based on the overall efficiency of the dual-chain integration and the structural characteristics of stage efficiency,the integration patterns can be classified into four types including R&D-driven and application-bottlenecked,application-feedback and transformation-leap,full-chain synergistic and efficiency-led,weak-foundation and linkage-impeded.The integration mechanisms are characterized by driving forces such as industrial foundation support,demand traction,and factor circulation,as well as inhibitory mechanisms such as financial environment mismatch,fragmented government support,and innovation inertia.The results of the heterogeneity mechanism analysis indicate that the integration paths need to be adapted to unique factor endowments,industrial structures,and institutional environments.The study not only helps to break through the technology transfer bottlenecks and underlying mechanisms in the integration of China's high-tech industrial chain and innovation chain but also provides quantitative evidence for accurately analyzing the integration patterns.
