摘要
产业链创新链融合发展是促进经济高质量发展的重要举措。当前,以企业为主体的全球产业链创新链整体呈现系统性、耦合性、全面性的融合趋势,多元化、本土化、区域化的发展趋势,以及重投入与高产出的同步增强趋势。面对原始创新不足、技术“卡脖子”突出、长效机制亟待完善等现实问题,我国应以促进实现经济高质量发展为基本要求,以推动迈向价值链高端为目标选择,以重塑国际竞争优势为重点方向,以积蓄长远发展动力为核心关键。应改革体制机制,构筑产业链创新链融合发展生态;完善基础条件,推动产业链创新链跨越发展;坚持以企业为核心,深化产业链创新链融通效果;聚焦固链强链,强化产业链创新链融合发展韧性。要围绕产业链部署创新链,攻关解决产业关键核心技术,实现技术自主可控;围绕创新链布局产业链,确立企业创新主体地位,将科技成果转化为经济社会发展的现实动力。
Fusion development of industrial chain and innovation chain is an important measure to boost the high-quality economic development. Nowadays, fusion development of industrial chain and innovation chain with enterprises as the principal part entirely presents the fusion development systematic, coupled and comprehensive, the development tendency pluralistic, local and regional, and the synchronous enhancement tendency of reinvestment and high output. In the face of the practical problems including originally less innovation, difficult technical bottleneck and long-term mechanism to be improved urgently, China should take promoting the high-quality economic development as the basic requirement, boosting to high-end value chain as target selection, reshaping international competitive advantages as main direction and accumulating long-term development momentum as the core and the key. We should reform system and mechanism, build fusion development ecology of industrial chain and innovation chain, improve fundamental conditions, promote leapfrog development of industrial chain and innovation chain, take enterprises as the core, deepen the inter-working effect of industrial chain and innovation chain, focus on strengthening the chain and make it stronger to toughen the fusion development of industrial chain and innovation chain. We should also deploy innovation chain around industrial chain, tackle key industrial core technologies, achieve independent and controllable technology, deploy industrial chain around innovation chain, establish the dominant role of enterprise innovation and convert scientific and technological achievements into the realistic power of economic and social development.
