摘要
超大特大城市是我国经济社会高质量发展的核心引擎,在中国式现代化进程中具有举足轻重的地位和作用。实现高效能治理是当前推进我国超大特大城市治理体系和治理能力现代化的一项重要而紧迫的课题。基于政府职责体系视角,对超大特大城市高效能治理的基本载体作用进行分析,构建“价值—结构—过程”分析框架,探究超大特大城市高效能治理的生成机制。政府职责体系是超大特大城市高效能治理生成的基本载体,也是推动超大特大城市治理现代化的核心支撑。政府职责体系视角下超大特大城市高效能治理的生成逻辑并非一个简单的线性过程,而是在超大特大城市政府与经济、社会等外部环境的互动过程中,经由“价值引领—结构调适—过程优化”关键环节的调节作用形成的。其中,以人民为中心是超大特大城市政府治理体系的核心价值,对政府职责体系的结构变革与运行过程具有根本性的指导作用;结构调适通过转变政府职能、优化机构设置、明晰权责边界、强化协同能力等方面的改革和创新来实现;过程优化是以人民需求为导向、以现代信息技术为支撑的业务流程优化与再造。因此,强化以人民为中心的价值引领、构建结构合理的政府职责体系和重塑流程优化的履职过程,是当前超大特大城市实现高效能治理的基本路径。
Mega and super-large cities have served as the core engines for high-quality economic and social development in China,playing a pivotal role in the process of Chinese modernization.Achieving high-efficiency governance has become a critical and urgent task in advancing the modernization of governance systems and capabilities in China’s mega and super-large cities.From the perspective of the government responsibility system,this paper analyzes the basic carrier role in the efficient governance of mega cities and super-large special cities,constructs a“value-structure-process”analysis framework,and explores the generation mechanism of high-efficiency governance.The government responsibility system is not only the fundamental carrier for generating efficient governance in mega and super-large cities but also the core support for promoting governance modernization in these cities.The generative logic of high-performance governance,from the perspective of the government responsibility system,is not a simple linear process but is formed through the interaction between the city governments and external environments such as the economy and society,regulated by three key links:value guidance-structural adjustment-process optimization.Among these,people-centeredness constitutes the core value of the government governance system in mega and super-large cities,playing a fundamental guiding role in the structural reform and operational process of the government’s responsibility system.Structural adjustment is achieved through reforms and innovations in aspects such as transforming government functions,optimizing institutional settings,clarifying the boundaries of powers and responsibility,and strengthening collaborative capabilities.Process optimization is a business process reengineering and reconfiguration that is guided by people’s needs and supported by modern information technology.Therefore,strengthening people-centered value guidance,establishing a well-structured government responsibility system,and reshaping the performance process with optimized procedures are the the basic paths for mega and super-large cities to achieve highefficiency governance in the current circumstance.
