摘要
超大城市精细化治理早期主要聚焦于城市基础设施,并通过网格化管理来实现,形成了设施驱动超大城市精细化治理范式。进入数字时代以来,上海等地开始探索基于数字技术的“一网统管”,助推设施驱动超大城市精细化治理范式向数字设施驱动超大城市精细化治理范式转型。从2019年开始,北京探索开展“接诉即办”改革,对市民诉求进行快速回应、高效办理、及时反馈和主动治理,由此形成诉求驱动超大城市精细化治理范式。诉求驱动超大城市精细化治理的实现路径主要包括精准回应(精准派单、精准办理、精准考评)、精准预防(精准计算、精准行动、精准改革)、精准服务(精准匹配、精准供给)、精准协同(精准商量、精准共治)和精准韧性(精准处理、精准应对、精准规划),以上路径有利于切实提升超大城市的精细化治理水平。未来,超大城市精细化治理应该基于数字化平台对设施驱动和诉求驱动进行整合,探索设施、诉求与数字化深度整合的超大城市精细化治理新范式,实现超大城市精细化治理的软(诉求)和硬(设施)平衡,真正实现人民城市人民建、人民城市为人民的治理目标。
In the early stages of refined governance in megacities,the focus was mainly on urban infra-structure,which was achieved through grid management,forming a paradigm of facility driven refined gov-ernance in megacities.With the advent of the digital age,cities such as Shanghai are exploring the‘one network unified management’based on digital technology,and transforming the facility driven refined gov-ernance paradigm of megacities to the digital facility driven refined governance paradigm of megacities.Since 2019,Beijing has been exploring the reform of“handling complaints immediately”,responding quickly,efficiently,providing timely feedback,and actively governing citizens’complaints,forming a de-mand driven paradigm for refined governance in megacities.The implementation path of demand driven re-fined governance in megacities mainly includes:precise response(precise dispatching,precise handling,precise evaluation),precise prevention(precise calculation,precise action,precise reform),precise serv-ice(precise matching,precise supply),precise collaboration(precise consultation,precise co-govern-ance),and precise resilience(precise processing,precise response,precise planning).These aspects are conducive to effectively improving the level of refined governance in megacities.Looking ahead to the fu-ture,the refined governance of megacities should be based on the integration of facility driven and com-plaints driven digital platforms,exploring a new paradigm of refined governance of megacities that deeply integrates facilities,demands,and digitalization,achieving a balance between soft(complaints)and hard(facilities)in refined governance of megacities,and truly realizing the governance goals of people’s cities are building by the people,and people’s cities are serving the people.
