摘要
基于中国31个省市(除港澳台地区)2014—2023年的面板数据,运用双向固定效应模型实证检验数字乡村各项建设对农业高质量发展的影响,并进一步探讨区域异质性。研究发现:数字乡村建设一定程度上推动了农业高质量发展,其中互联网普及率对农业总产值具有正向促进作用,但电子商务的发展与数字普惠金融并没有对农业发展产生直接的促进作用;具体来看,电子商务发展对中部地区农业发展有积极影响,而在东部和西部地区则呈负面影响;直辖市的资源集聚效应可能放大数字乡村建设的整体评估结果,导致最终评估结果失真。研究建议:应构建差异化政策体系,强化区域协同与技术辐射,并建立动态监测机制以提升政策精准性,从而推动数字乡村建设与农业高质量发展的深度融合。
Based on the panel data of 31 provinces and cities in China(excluding Hong Kong,Macao and Taiwan)from the year 2014 to 2023,the study empirically examines the impact of digital rural construction on the high-quality agriculture development by using a two-way fixed effects model and further explores regional heterogeneity.The findings show that digital rural construction has promoted the high-quality agriculture development to some extent.Specifically,the penetration rate of the has a positive effect on the total agricultural output value,but the development of e-commerce and the existence of digital inclusive finance have not directly promoted agriculture development.In detail,the impact of e-commerce on agriculture development is more significant in central China,while it shows a negative impact in eastern and western regions.The resource agglomeration effect of municipalities may amplify the overall evaluation results of digital rural construction,leading to distorted final evaluation results.It is suggested that a differentiated policy system be built as to strengthen regional synergy and technology radiation,and establish a dynamic monitoring mechanism to improve policy accuracy as to promote the deep integration of digital rural construction and high-quality agriculture development.
