摘要
在全球经济波动与不确定性加剧的背景下,经济韧性成为区域可持续发展的核心能力。本文聚焦浙江省11个地级市,通过分层熵权法与面板回归模型,实证研究了数字经济对经济韧性的影响。研究发现:(1)经济韧性呈现“杭甬双核引领、梯度分异”格局,转型与发展能力是核心维度,科技支出与高校人才为关键驱动力;(2)数字经济发展中数字普惠金融贡献最高,2014年政策催化与2020年疫情倒逼形成两次跃升;(3)数字经济对经济韧性具有正向提升效应,且具有持续性。建议保持政策连贯性,持续发展数字经济,采用区域差异化策略进行长期韧性培育,深化杭甬技术辐射,推动传统产业能力内化。实践中,可基于储蓄存款、消费投资、科技教育等高权重指标构建“7项核心指标监测法”,为全国区域韧性建设提供实践参考。
Against the backdrop of intensified global economic fluctuations and heightened uncertainty,economic resilience has emerged as a pivotal capability for regional sustainable development.This study centers on 11 prefecture-level cities in Zhejiang Province,empirically examining the impact of the digital economy on economic resilience through the layered entropy weight method and a panel regression model.The findings reveal:(1)Economic resilience exhibits a“dual-core dominance by Hangzhou and Ningbo with graded differentiation”pattern,where transformation and development capabilities form the core dimension,with science&technology expenditure and higher education talent serving as key driving forces;(2)Within digital economy development,digital inclusive finance contributes the most,with policy catalysis in 2014 and pandemic-driven acceleration in 2020 creating two significant leaps;(3)The digital economy exerts a positive enhancement effect on economic resilience,demonstrating sustained impact.To foster long-term resilience,the study recommends maintaining policy coherence,sustaining digital economy development,adopting regionally differentiated strategies,deepening technological radiation from Hangzhou and Ningbo,and promoting the internalization of capabilities within traditional industries.Practically,a“7 core indicators monitoring framework”can be established based on high-weight indicators like savings deposits,consumption&investment,and science&technology education,offering practical references for national regional resilience building.
