数字乡村建设对农业发展质量的影响效应 被引量:4

The Impact of Digital Rural Construction on the Quality of Agricultural Development

摘要 数字乡村建设是实现农业发展质量提升的必要条件。基于2011—2023年我国30个省份的面板数据,系统构建数字乡村建设和农业发展质量评价指标体系,运用固定效应模型和动态面板门槛模型,实证检验数字乡村建设对农业发展质量的影响以及绿色创新在其中的门槛效应。数字乡村建设和农业发展质量测算结果表明,在样本考察期内,各省份数字乡村建设均呈现不同程度的上升趋势,尤其东部沿海地区近几年数字乡村建设增长明显加快,数字乡村建设潜力巨大;各省份农业发展质量虽总体呈上升趋势,但区域间发展不均衡,部分省份农业发展质量波动性大,农业发展增长动力不足。基准回归结果表明,数字乡村建设能显著推动农业发展质量的提升,在利用系统广义矩估计模型进行内生性检验,并通过替换核心解释变量以及剔除直辖市进行稳健性检验后结论仍然成立。异质性分析结果表明,从地理区位上看,数字乡村建设对农业发展质量的促进效应呈现“中部地区>西部地区>东部地区”的趋势;从时间上看,相较于2018年之前,政策推动使2018年后数字乡村建设对农业发展质量的促进作用更明显。门槛回归结果表明,数字乡村建设对农业发展质量的影响存在基于绿色创新的单重门槛效应,绿色创新一旦突破临界规模,将显著促进农业发展质量的提升。基于此,应加大农村数字基础设施建设,完善乡村数字人才体系,不断激发数字乡村发展潜力;充分发挥政策优势,因地制宜实施乡村发展政策;增加绿色创新技术研发投入,完善绿色创新政策体系,优化提升农村绿色创新水平,增强数字乡村建设对农业发展的动力,助力农业发展质量提升。 The construction of digital rural areas is a necessary condition for improving the quality of agricultural development.Based on panel data from 30 provinces in China from 2011 to 2023,a systematic evaluation index system for the quality of digital rural construction and agricultural development is constructed.The fixed effects model and dynamic panel threshold model are used to empirically test the impact of digital rural construction on agricultural development quality and the threshold effect of green innovation in it.The results of measuring the quality of digital rural construction and agricultural development show that,during the sample period,the construction of digital rural areas in various provinces has shown varying degrees of upward trend,especially in the eastern coastal areas where the growth of digital rural construction has significantly accelerated in recent years,and the potential for digital rural construction is enormous;although the overall quality of agricultural development in various provinces is on the rise,there is uneven regional development,with some provinces experiencing significant fluctuations in agricultural development quality and insufficient driving force for agricultural growth.The benchmark regression results indicate that digital rural construction can significantly promote the improvement of agricultural development quality.After using the system generalized moment estimation model for endogeneity testing and conducting robustness tests by replacing core explanatory variables and excluding municipalities directly under the central government,the conclusion still holds true.The heterogeneity analysis results indicate that,from a geographical perspective,the promotion effect of digital rural construction on the quality of agricultural development shows a trend of"central region>western region>eastern region";in terms of time,compared to the time period before 2018,policy promotion has made the promotion effect of digital rural construction on the quality of agricultural development more significant in the time period after 2018.The threshold regression results indicate that the impact of digital rural construction on the quality of agricultural development has a single threshold effect based on green innovation;and once green innovation breaks through the critical scale,it will significantly promote the improvement of agricultural development quality.Based on this,we should,first,increase the construction of rural digital infrastructure,improve the rural digital talent system,and continuously stimulate the development potential of digital rural areas;second,we should fully leverage policy advantages and implement rural development policies according to local conditions;and third,we should increase investment in green innovation technology research and development,improve the green innovation policy system,optimize and enhance the level of rural green innovation,strengthen the driving force of digital rural construction for agricultural development,and help improve the quality of agricultural development.
