摘要
海岸建筑退缩线制度是我国实施陆海统筹战略、优化国土空间治理体系的重要举措,在提升沿海灾害韧性、维护海岸带生态安全和规范沿海亲海空间开发等方面具有重要意义。国民经济和社会发展“十四五”规划纲要、《中华人民共和国海洋环境保护法》等均提出划定海岸建筑退缩线。从国际经验来看,该制度已成为全球沿海发达国家应对风暴潮、海平面上升等海洋灾害的核心空间管控工具。本文通过系统梳理国际先进经验,结合我国海岸带管理实际情况,探讨了在我国海岸带管理体制中运用海岸建筑退缩线制度应对海洋灾害的具体路径,并以防城港为典型案例进行实证检验,可为我国沿海地区构建气候适应型空间规划体系和完善海洋灾害防治机制提供理论支撑和实践参考。
The coastal building setback line system serves as a crucial regulatory instrument in China's integrated landsea spatial planning framework,playing a pivotal role in coastal disaster mitigation,ecological conservation,and spatial governance.Both the Outline of the 14th Five-Year Plan for National Economic and Social Development and the Marine Environmental Protection Law of the People's Republic of China have institutionalized the demarcation of coastal building setback lines.Internationally,this regulatory mechanism has been widely adopted by developed coastal nations as an effective approach to addressing marine-related hazards.Through a systematic review and comparative analysis of international best practices in sea-level rise adaptation,this study investigates implementation pathways for incorporating the setback line system into China's coastal zone management regime.Using Fangchenggang city as a case study,the research demonstrates practical applications of the system and provides evidence-based recommendations for enhancing coastal spatial resilience and improving marine disaster prevention planning in China.
