摘要
现代社会风险无处不在。应急管理部的成立,标志着我国应急管理体系发展到新的阶段,应急管理工作逐步向更应注重风险管理的方向转变。本文结合当前应急管理体系的特点,从风险、预防与准备、监测预警、响应四个方面分析了我国应急管理体系面临的挑战,并对应急管理体系优化完善提出几点建议。
Modern society is becoming more complex and risks are everywhere.The establishment of the Minstry of Emergency Management signifies that China’s emergency management system has reached a new stage,and emergency management has gradually focused more on risk management.Based on the characteristics of the current emergency management system,this paper analyzes the challenges faced by China’s emergency management system from four aspects:risk,prevention and preparation,monitoring and early warning,and response.And several suggestions have been put forward to improve the emergency management system.
