摘要
发展壮大农村集体经济是社会主义公有制经济在农村经济中占主体地位的基本保证,也是实现共同富裕的重要基础。新型农村集体经济脱胎于传统农村集体经济,具有独特的出场语境、运行机制与实践进路。它在历史演进中完成适应与自我革新,在产权制度改革中激发内在潜能,在市场经济环境中持续壮大,构成了新型农村集体经济的出场语境与时代定位。在此条件下形成的新型农村集体经济,通过“产权激励+制度引领”的动力机制、“主体生成+资源开发+组织动员”的作用机制以及“经济增益+社会福祉”的效能机制,推动着农村集体经济的繁荣发展。因此,要继续理解“统与不统”、把握“首要任务”、坚持“因地制宜”、聚力“多元配套”,持续挖掘新型农村集体经济蕴含的创新与质变。
The development and expansion of the rural collective economy is the basic guarantee for the dominance of socialist public ownership in the rural economy and is also an important foundation for realizing common prosperity.The new rural collective economy is born out of the traditional rural collective economy,and has a unique context,operational mechanism,and practice.Its historical evolution has produced adaptation and self-innovation,stimulating the reform of the system of property rights.The rural collective economy has continued to grow in the current context of the market economy.The new rural collective economy formed under these conditions is driven by the mechanism of“property-rights incentives and institutional leadership”,the role mechanism of“main body generation+resource development+organizational mobilization,”and the effectiveness mechanism of“economic gain+social welfare”.The prosperity of the rural collective economy is achieved through the mechanisms of“property rights incentive+system leadership”,“subject generation+resource development+organizational mobilization”and“economic gain+social well-being.”In the interests of successful development,we should continue to understand the“unification and non-unification”,grasp the“primary task”,adhere to“local conditions”,and focus on“diversified matching.”We should continue to explore the new rural collective economy and innovation and qualitative change in that economy.
