摘要
封闭是集体产权的本质属性,开放是集体经济发展的必然路径。新型农村集体经济发展既要有稳定的产权预期和清晰的产权边界,又要坚持市场化运作思维和多元化发展路径。城乡关系的重塑,尤其是县域城乡融合发展的加快推进,推动农村集体经济组织的地域性、封闭性、功能复合性和股权静态性等性质随之发生变化,脱域性、开放性、功能清晰性和股权动态性逐渐成为其新的特征。但同时,新型农村集体经济发展也面临着认知突破性、经营制约性、治理有效性和政策适应性等多方面的挑战。立足于建设农业强国和实现共同富裕等目标,在城乡融合发展进程中发展新型农村集体经济,要遵循从封闭到开放的思路,以市场化为导向,通过城乡联动式改革促进农村集体资源资产权利分置和权能完善,允许农村集体资源资产县域内“跨村”配置,有序推进村级组织功能事务分离,走渐进式改革、融合式创新的发展路径。
Enclosure has long been associated with collective property rights,while openness represents an inevitable trajectory for the advancement of the collective economy.Instilling stability in property rights expectations and delineating clear boundaries are essential for the development of the new rural collective economy.Simultaneously,market-oriented thinking and diverse development pathways must be embraced.The reshaping of urban-rural relations,particularly the accelerated integration at the county level,has precipitated changes in the territorial,closed,compound-functional,and static-equity characteristics of rural collective economic organizations.Instead,the emergence of deterritorialization,openness,clear functionality,and dynamic equity has become the new norm.Nevertheless,the development of the new rural collective economy faces a plethora of challenges,ranging from cognitive breakthroughs and operational constraints to effective governance and policy adaptability.Aligned with the goals of fostering robust agriculture and achieving common prosperity,the development of the new rural collective economy amidst urban-rural integration should follow a trajectory from enclosure to openness,guided by marketization.Through the reform of urban-rural linkages,it is imperative to facilitate the separation of property rights and authorities concerning rural collective resources and assets.This separation enables the“cross-village”allocation of rural collective resources and assets within the county,nurtures a systematic advancement of functional affairs at the village level,and embarks on a path of gradual reform and integrated innovation.
