摘要
人才是引领创新发展的第一资源。建设一支规模宏大、结构合理、素质优良的科技人才队伍是上海建设高水平人才高地的必然要求。“十五五”时期深入推进上海科技人才队伍建设,要突出人才发展的三大逻辑——成长逻辑、市场逻辑和治理逻辑,完善激发人才活力的体制机制、营造赋能人才成长的生态环境,为上海加快建设“五个中心”和具有世界影响力的社会主义现代化国际大都市塑造独特的人才竞争优势。
Talents are the primary resource that leads innovative development.Building a large-scale,structurally reasonable,and high-quality scientific and technological talent team is an inevitable requirement for Shanghai to build a high-level talent highland.During the 15th Five-Year Plan period,to promote the construction of Shanghai's scientific and technological talent team,there are three major logics of talent development including growth logic,market logic,and governance logic,which should be highlighted.To shape a unique talent competitive advantage for Shanghai to accelerate the construction of the"Five Centers"and a socialist modern international metropolis with global influence,the institutional mechanisms that stimulate talent vitality should be improved,and the ecological environment that empowers talent growth should be created.
