基于GIS的铁路巡防智慧监管及生产调度一体化方案研究

摘要 铁路巡防工作是铁路运输安全的重要保障,但当前存在巡防网格划分不合理、人员监管不到位、问题上报和处置困难等问题。提出一种基于GIS的铁路巡防智慧监管及生产调度一体化方案,融合卫星遥感、北斗高精度定位、GIS多维可视化及大数据分析技术,构建涵盖岗位布设、动态调度和质量评价的全流程监管体系。首先通过卫星遥感技术获取铁路沿线500 m范围内高分辨率影像,并结合GIS分析建立铁路安保区隐患数据库,开发可视化巡防岗位布设场景,动态优化巡防路径;其次,基于北斗定位技术实现对巡防人员实时位置追踪,设计电子围栏监管系统,结合历史轨迹数据构建巡防质量评价模型,包括巡防速度、停留超时次数等6项三级指标;最后,集成PC端“巡防智慧监管平台”与移动端“智能巡防App”,实现任务下发、轨迹记录、隐患上报与可视化调度功能。研究表明,该平台在广州局集团应用后,覆盖9条线路、794个岗亭及2000余名巡防人员,通过“人防+技防+物防”协同机制,实现铁路巡防工作全要素可视化监管与精准调度,提升运输安全与稳定性。 Railway patrol operations serve as a critical safeguard for railway transportation safety.However,current practices are beset by problems,such as irrational division of patrol grids,inadequate supervision of personnel,and challenges in problem reporting and handling.This paper proposed an integrated GIS-based solution for intelligent supervision and operational scheduling of railway patrols.By integrating satellite remote sensing,high-precision BeiDou positioning,multi-dimensional GIS visualization,and big data analysis technologies,the solution established a full-process supervision system covering post layout,dynamic scheduling,and quality evaluation.First,high-resolution satellite imagery within a 500-meter buffer zone along railway lines was acquired.Combined with GIS analysis,this data was used to construct a hazard database for railway security zones.A visualized platform for patrol post layout was then developed to dynamically optimize patrol routes.Second,real-time location tracking of patrol personnel was achieved via BeiDou high-precision positioning technology,and an electronic fence monitoring system was designed.Leveraging historical trajectory data,a patrol quality evaluation model was built,incorporating 6 third-level indicators such as patrol speed and overtime dwell duration.Finally,an integrated system-comprising a PC-based“Intelligent Patrol Supervision Platform”and a mobile“Intelligent Patrol App”was developed to enable functions including task assignment,trajectory recording,hazard reporting,and visualized scheduling.Field application by China Railway Guangzhou Group demonstrates that the platform now covers 9 railway lines,794 patrol posts,and over 2000 patrol personnel.Through the collaborative mechanism of“human defense+technical defense+physical defense,”it realizes full-element visualized supervision and precise scheduling of railway patrol operations,effectively enhancing transportation safety and operational stability.
