摘要
近年来,我国高速铁路发展迅猛,与此同时,高速铁路沿线存在的安全隐患也逐渐显现。其中,作为保障高速铁路路外环境安全的高速铁路安全保护区制度存在诸多不足之处,在设立、管理、执法等方面仍有安全隐患。为保障高速铁路路外环境安全,务必要完善高速铁路安全保护区制度。本文首先对高速铁路安全保护区进行界定,明确其设立的必要性,其次分析当前我国高速铁路安全保护区制度存在的问题,在此基础上深入挖掘问题背后的深层次原因,最后从完善监管体系、加强路地协作、执法队伍建设和法治宣传教育四个角度来完善高速铁路安全保护区制度。
In recent years,China’s high-speed railway industry has been developing rapidly.At the same time,safety hidden dangers along the high-speed railway have gradually emerged.Among them,the system of high-speed railway safety protection zone,as the protection of the external environment of high-speed railway,has many shortcomings,and there are still safety hidden dangers in the establishment,management and law enforcement.In order to ensure the external environmental safety of high-speed railway,we must improve the system of high-speed railway safety protection zone.Starting from the connotation of high-speed railway safety protection zone,this paper analyzes the problems existing in the system of high-speed railway safety protection zone,explores the deep reasons behind the problems.Finally,the system of high-speed railway safety protection zone should be improved from four aspects:improving the regulatory system,strengthening the cooperation between road and ground,building the law enforcement team and educating the rule of law.
