摘要
铁路线路巡防是保障铁路运营安全的重要举措,关系到人防、物防和技防安全保障体系的有效实施,因此,巡防人员的合理配置受到广泛关注。在调研分析国家铁路线路基本情况的基础上,确定巡防人员配置的影响因素;基于细化的铁路等级、线路情形,建立巡防人员配置模型并确定参数的取值或依赖关系;基于调研数据并改变部分参数,进行计算;分析各因素设置对巡防人员数量的影响。研究结果表明:对于人口稀少、极稀区里程占比较多的铁路局集团公司,采用区分沿线人口密集程度进行人员配置的方法;对于人口密集、密集区里程占比较多的铁路局集团公司,采用增加技防设施的方法,以上方法可对铁路线路巡防人员配置产生明显影响。
Railway track patrol is an important measure to ensure the safety of railway operation,which is related to the effective implementation of the security assurance system of manual,physical and technical means.Therefore,the rational allocation of patrol personnel has aroused wide concern.Based on the investigation and analysis of the basic track conditions of the national railways,the influencing factors for allocation of patrol personnel are identified;based on the detailed railway classification and track conditions,the allocation model of patrol personnel is established and the value or dependence of parameters is determined;based on the survey data and the change of some parameters,calculation is conducted;and the influence of various factors on the total number of patrol personnel is analyzed.The research results show that for the CR regional groups with a large proportion of mileage in the area with a sparse and extremely sparse population,the personnel allocation method of distinguishing the population density along the line is adopted;for the CR regional groups with a large proportion of mileage in the area with a dense population,the method of increasing technical security assurance facilities the above methods can have obvious influence on the configuration of railway line patrol personnel.
