摘要
经济—环境—能源(3E)系统的协调发展是美丽中国建设的必然要求。省级行政区作为区域发展核心单元,是落实3E系统协调发展、推进美丽中国建设的关键枢纽与实践主体。陕西省是中华民族和华夏文明的重要发祥地之一、西部大开发战略核心区域、黄河流域生态保护和高质量发展的重点省份、“一带一路”倡议建设的重要节点,在美丽中国建设中具有较强的地域代表性。本文以陕西省及其所辖城市为例,构建区域特色性指标体系,运用耦合协调度模型和障碍度模型,深入剖析2013—2022年陕西省及所辖城市经济、环境和能源系统的耦合协调发展水平与关键制约因素,探索契合美丽中国建设要求的经济增长、能源利用和环境保护平衡路径。研究发现:①陕西省经济发展迅速,环境质量改善,系统耦合协调度总体呈增长趋势;但能源系统存在短板和不稳定性,能源系统与其他子系统的耦合度和协调度出现波动。②陕西省区域发展呈现西安市“一枝独秀”的格局,铜川市发展相对滞后。③西安市属于能源限制性城市,碳排放与能源利用问题是限制西安市发展的关键因素。其余9个城市的障碍因子呈现显著的共性,均表现出生态环境建设滞后、开放型经济发育不足和碳减排压力突出的问题。对此,从推动产业多元协同发展、深化能源结构优化与能效提升、强化环境保护与生态空间拓展、促进区域平衡发展和加速开放型经济发展进程方面提出建议,为各地区实现美丽中国建设目标提供可借鉴的理论和实践参考。
The coordinated development of the economy-environment-energy(3E)system is essential for building a Beautiful China.Provinces,as core regional development units,play a pivotal role in implementing the coordinated development of the 3E system and promoting the construction of a Beautiful China.As one of the cradles of Chinese civilization and a key area in multiple national strategies,Shaanxi Province holds strong regional representativeness in advancing the Beautiful China Initiative.Taking Shaanxi Province and its cities as the research objects,this paper constructs a region-specific indicator system and uses coupling coordination degree model and obstacle degree model to deeply analyze the coupling coordination development levels and key constraints among the economic,environmental,and energy systems in Shaanxi Province and its cities from 2013 to 2022.The aim is to explore a balanced path for economic growth,energy utilization,and environmental protection that meets the requirements of building a Beautiful China and promote the green and sustainable development of the region with harmonious coexistence between humanity and nature.The research findings are as follows:①Shaanxi Province has experienced rapid economic growth and environmental quality improvement,with an overall upward trend in systemic coupling and coordination.However,weaknesses and instability persist in the energy system,leading to fluctuations in its coupling and coordination with other subsystems.②The regional development in Shaanxi Province presents a pattern where Xi’an stands out,while the development of Tongchuan City lags relatively behind.③Xi’an is an energy-constrained city,with carbon emissions and energy utilization identified as the key factors restricting Xi’an’s development.The other nine cities show significant commonalities in their obstacle factors,all demonstrating lagging ecological environment construction,underdeveloped open economy,and prominent carbon emission reduction pressure.In response,suggestions are proposed in the following:promoting diversified and coordinated industrial development,deepening energy structure optimization and energy efficiency improvement,strengthening environmental protection and ecological space expansion,promoting regional balanced development,and accelerating the development of an open economy.These suggestions provide theoretical and practical references for various regions to achieve the goals of the Beautiful China Initiative.
