摘要
针对城市污水管网密度不足和发展不均衡,以及管网收集效能存在明显短板的问题,对城市污水管网可持续投资模式进行了研究,旨在解决污水基础设施建设与运维中存在的资金短缺问题。目前,污水管网的建设和运维主要依赖政府财政资金,但这种模式不可持续,为此提出基于按效付费的污水管网可持续投资模式,包括完善全成本化的污水价格形成机制和创新的按效付费机制。以C市主城区的管网攻坚战项目为例,通过厘清涉水资产情况和找准排水管网现状问题,实施了排水管网可持续投资模式改革,将管网建设、运维成本纳入污水处理费,并建立按效付费机制,以提高资金使用效率。C市的经验表明,通过市场化的价格机制改革,可以建立长效的污水治理机制,改善排水管网,促进资源优化配置,并增强公众的环保意识。
This study focuses on developing a sustainable investment model for China’s urban sewage pipeline network,aiming to solve the funding shortages in sewage infrastructure construction and operation.The research highlights issues such as insufficient pipeline density,uneven development,and low collection efficiency.Currently,the construction and operation of sewage pipeline network mainly rely on government financial support,a model that proves unsustainable.This study proposes a sustainable investment model for sewage pipeline network based on pay for performance,including improving the fully cost based sewage price formation mechanism and innovating the pay for performance mechanism.The sewage pipeline network project in the main urban area of C city serves as a practical case study.By clarifying the current water‑related assets and identifying issues in the drainage pipeline network,the sustainable investment model reform of the drainage pipeline network has been implemented.The reform includes incorporating the construction and operation costs of the pipeline network into the sewage treatment fee,and establishing a pay for performance mechanism to improve the efficiency of fund utilization.The experience of C city shows that through market‑oriented pricing reforms,a long‑term sewage treatment framework can be established,the drainage network can be improved,resources can be optimized,and public environmental awareness can be enhanced.
