摘要
水资源是社会发展的重要支撑,涉及城市给排水及水污染处理等一系列工程,传统单一化工程项目不仅效益不明显,而且会造成资源浪费以及工程不匹配性。以“湖南省常德市临澧县城区安全饮水工程PPP”项目为例,探讨了一种基于城镇“厂网河(湖)岸”一体化综合整治模式。通过分析项目所在地存在的问题和设计方案,总结该一体化综合整治模式的实践效果及意义。经研究比对,该模式在治理效果、建设效率、经济效益、社会效益等多方面都体现出较单一化工程模式更明显的优势,有可能成为未来环境综合整治项目的趋势。
Water resources are a crucial support for social development,involving a series of projects such as urban water supply and drainage as well as water pollution treatment.Traditional single-engineering projects not only have insignificant benefits but also lead to resource waste and project mismatch.This paper aims to take the"PPP Project for Safe Drinking Water in Linli County Urban Area,Changde City,Hunan Province"as an example to explore an integrated comprehensive management model based on the"plant-network-river(lake)-bank"in urban areas.By analyzing the existing problems and design schemes in the project location,the practical effects and significance of this integrated comprehensive management model are summarized.Through research and comparison,this model demonstrates more obvious advantages over the single-engineering model in terms of governance effect,construction efficiency,economic benefits,and social benefits,and it may become a trend for future environmental comprehensive management projects.
