摘要
针对灾害风险跨区域特征日益突出的问题,该文以京津冀城市群13个城市在2013—2022年的130项跨区域应急合作案例为数据,利用社会网络分析法从整体、个体与局域三个层次研究京津冀城市群跨区域应急合作网络的结构特征与模式演变。研究结果表明:京津冀城市群在应急管理合作领域已形成相对紧密、均衡和稳定的应急协同网络。随着应急管理纵向干预政策的实施和合作的推进,京津冀城市群跨区域应急协同网络由最初的“双核引领、边缘参与”演变至“双核助推、边缘驱动”的模式。在网络内部存在着核心引领式、省内驱动式与混合对接式三种类型的凝聚子群,并且子群数量逐渐减少。
In response to the increasingly prominent cross-regional characteristics of disaster risk,by using 130 cross-regional emergency collaborative cases from 13 cities in the Beijing-Tianjin-Hebei urban agglomeration between 2013 and 2022 as data,the structural characteristics and pattern evolution of the cross-regional emergency collaborative network in the Beijing-Tianjin-Hebei urban cluster are examined by social network analysis from three levels:overall,individual,and local.The results indicate that the Beijing-Tianjin-Hebei urban agglomeration has formed a relatively close,balanced,and stable cross-regional emergency collaborative network in the field of emergency management.With the implementation of vertical emergency management intervention policies and the advancement of cooperation,the emergency collaboration network of the Beijing-Tianjin-Hebei urban cluster has evolved from an initial"dual-core leadership,peripheral participation"model to a"dual-core boost,peripheral drive"model.Within the network,there are three types of cohesive subgroups:core leadership,intra-provincial drive,and mixed docking,with the number of subgroups gradually decreasing.
