摘要
对外开放不仅能够引发生产力“三要素”升级,且有助于实现资源优化配置,以及在促进体制机制改革中形成更加适应生产力发展需要的新型生产关系,从而具有促进生产力发展的积极作用。但不同发展阶段需要有与之相适应的发展战略,为适应新质生产力发展的“三要素”升级等新需要,必须实施更高水平对外开放。以更大范围、更宽领域和更深层次为表现的高水平对外开放,有助于在更加广阔地理空间和产业空间,整合和集聚全球资源尤其是创新资源,且在体制机制的改革和优化中,推动生产要素实现创新性配置,推动产业深度转型升级。这与“催生”新质生产力所需要的技术革命性突破、生产要素创新性配置、产业深度转型升级,具有内在的逻辑一致性。因此,新阶段应充分发挥对外开放在促进新质生产力发展中的引领作用,扩大高水平对外开放亟待在进一步拓展制度型开放、拓展开放领域与空间、创新开放模式和机制以及加强国际合作与交流等实践路径上,做出新探索。
Opening up to the outside world not only can trigger an upgrade of the"three elements"of productivity but also helps achieve optimal allocation of resources and form a new type of production relations that better adapts to the needs of productivity development in the process of promoting institutional and mechanism reforms,thus playing a positive role in promoting the development of productivity.However,different stages of development require development strategies that are compatible with them.To adapt to the new needs of upgrading the"three elements"of productivity for developing new quality productivity,it is necessary to implement a higher level of opening up to the outside world.High-Standard opening up,characterized by a broader scope,wider fields,and deeper levels,helps integrate and gather global resources,especially innovative resources,across a broader geographical and industrial space.Moreover,in the reform and optimization of systems and mechanisms,it promotes the innovative allocation of production factors and drives deep industrial transformation and upgrading.This has an inherent logical consistency with the technological revolutionary breakthroughs,innovative allocation of production factors,and deep industrial transformation and upgrading required to"give birth to"new quality productivity.Therefore,to fully leverage the leading role of opening up in promoting the development of new quality productivity in the new stage,it is urgent to implement a Hith-Standard of opening up.This requires making new explorations in practical paths such as further expanding institutional opening up,further expanding the fields and spaces of opening up,innovating opening models and mechanisms,and strengthening international cooperation and exchanges..
