摘要
随着数字技术的快速发展,数字空间与实体空间进一步融合,国家间的数字实力博弈推动世界政治逐步从地缘政治时代向数缘政治时代演进。数字科技塑造了数缘政治,但数字科技发展水平的差异导致各国际行为体的数字实力存在强弱之分,在数字治理和秩序构建的过程中扮演着不同的角色。跨境数据流动使数据具有战略资源属性,全球数字化浪潮使国际权力博弈的场域从地理空间转向数字空间,博弈模式从具象化的物质控制权之争向虚拟化的数字控制权之争转变。制数权是一种与数字科技共存共生的新型国家权力,也是一个主权国家能够在数字空间得以生存和壮大的根本保障,更是数字时代国际政治格局演变的新型动因要素。大国间的制数权博弈与小国的技术依附并存,成为数字时代全球权力格局的新常态。国际制数权博弈不仅是事关产业升级和数字经济发展的国际安全问题,更是人工智能时代国际政治经济体系话语权归属的国际战略问题。人工智能作为数字时代的里程碑技术,极大改变了国家间竞争的范式与领域,同时也推动国际制数权博弈从数据资源控制向算力竞争的方向发展。未来的国际制数权博弈将主要在既有制数权强势国家与制数权新兴国家之间展开。
With the rapid development of digital technology,digital space and physical space are further integrated,and the digital power game between countries is driving the gradual evolution of world politics from the geopolitical era to the digitpolitical era.Digital technology has shaped digitpolitics,but the differences in the level of development of digital technology have led to differences in the digital strength of various international actors,playing different roles in the process of digital governance and order building.Cross border data flow endows data with strategic resource attributes,and the global digital wave has shifted the field of international power games from geographical space to digital space.The game model has shifted from concrete material control disputes to virtual digital control disputes.Data supremacy is a new type of state power that coexists with digital technology,and it is also the fundamental guarantee for a sovereign state to survive and grow in the digital space.It is also a new driving factor for the evolution of the international political landscape in the digital age.The coexistence of the power game between major powers and the technological dependence of small countries has become a new norm in the global power landscape in the digital age.The international system of data supremacy game is not only an international security issue related to industrial upgrading and digital economy development,but also an international strategic issue regarding the ownership of discourse power in the international political and economic system in the era of artificial intelligence.Artificial intelligence,as a milestone technology in the digital age,has greatly changed the paradigm and field of competition between countries,while also promoting the development of international data supremacy games from data resource control to computing power competition.The future international numerical power game will mainly unfold between countries with strong numerical power and emerging numerical power.
