摘要
面对西方国家以技术垄断、数据剥削与文化规训为特点的数字霸权侵压,“全球南方”基于相似的历史遭遇和共同的发展诉求,以数字协同实践谋求破局之道。在基础设施层面,分层发力建设数字公共基础设施,根据自身技术实力差异构建梯度协同体系;在数据治理层面,通过数据保护立法,依托开源生态实现数据资源共享,积极参与全球数据治理规则制定;在文化方面,将本土文化符号数字化,借助多元主体打造去中心化文化传播生态。“全球南方”数字协同实践意义重大,但在推进过程中也面临数字鸿沟、地缘政治双重挤压、数据治理制度碎片化等障碍。展望未来,“全球南方”还将持续强化内部自主能力,深化南南及三角合作,从而革新全球数字治理体系,使全球数字生态朝着更公平合理的方向发展。
In the face of digital hegemony imposed by Western countries,characterized by technological monopoly,data exploitation and cultural discipline,the Global South seeks a breakthrough through digital collaborative practices based on similar historical experiences and shared development aspirations.In infrastructure aspect,it adopts a stratified approach to building digital public infrastructure and establishes a gradient coordination system according to its own technological capabilities.In data governance aspect,it actively participates in the formulation of global data governance rules by enacting data protection legislation and realizing data resource sharing through open-source ecosystems.In culture aspect,it digitizes local cultural symbols and creates a decentralized cultural communication ecosystem with the participation of multiple stakeholders.The digital collaborative practices of the Global South are of great significance,but they also face obstacles such as the digital divide,dual geopolitical pressures,and fragmentation of data governance systems.Looking to the future,the Global South will continue to strengthen its internal autonomous capabilities,deepen regional and South-South cooperation,so as to innovate the global digital governance system and take the global digital ecosystem towards a more fair and reasonable way.
