新业态食品安全监管机制创新与效果评估

摘要 随着数字经济发展和消费模式升级,网络订餐、预制菜、直播带货等食品新业态快速崛起。这些新业态在丰富消费选择的同时,也因其监管对象复杂、环节动态多变、技术依赖性强等特点,对传统监管模式提出了新挑战。当前,监管体系存在主体协同不足、技术手段滞后、标准规范缺失等突出问题。为此,本文提出构建多元协同监管体系,运用数字化技术手段,建立标准规范体系等创新路径,同时结合食品安全保障水平、社会满意度等维度评估监管成效,为创新食品安全监管机制提供实践参考,全面提升现代化监管能力。 With the development of the digital economy and the upgrading of consumption patterns,new food formats such as online ordering,pre made meals,and live streaming sales have rapidly emerged.While these new formats enrich consumer choices,they also pose new challenges to traditional regulatory models due to their complex regulatory targets,dynamic and variable links,and strong technological dependence.Current regulatory systems face critical issues such as inadequate multi-stakeholder coordination,outdated technological tools,and insufficient standardization.To address these challenges,this study proposes innovative pathways,including establishing a multi-collaborative regulatory system,leveraging digital technologies,and developing comprehensive standardization frameworks.Additionally,the effectiveness of regulatory innovations is evaluated through dimensions such as food safety assurance levels and social satisfaction,providing practical references for modernizing food safety governance and enhancing regulatory capabilities.
