摘要
随着网络订餐行业的快速发展,食品安全监管面临全新挑战。传统监管模式在信息实时获取、风险精准识别与跨主体协同治理方面存在明显局限。构建以信息化、智能化为核心,融合风险治理理论、智慧监管理论与食品安全监管理论的食品安全风险防控体系,成为应对行业风险的关键路径。该体系依托“一个中心、两大支撑、三级联动、四层架构”的总体设计,通过整合五大核心功能模块与完善的数据资源体系,形成覆盖网络订餐全链条的智能监管闭环。本文进一步提出构建协同监管机制与技术支撑体系的具体实施路径,旨在推动多元主体实现协同治理,全面提升监管效能与科学决策水平,为我国食品安全治理体系现代化建设提供理论依据与实践支撑。
With the rapid development of the online food ordering industry,food safety supervision is facing brand-new challenges.The traditional regulatory model has obvious limitations in real-time information acquisition,precise risk identification and cross-subject collaborative governance.Building a food safety risk prevention and control system with informatization and intelligence at its core,integrating risk governance theory,smart supervision theory and food safety supervision theory,has become the key path to deal with industry risks.This system relies on the overall design of“one center,two supports,three levels of linkage,and four layers of architecture”.By integratingfive core functional modules and a complete data resource system,it forms an intelligent supervision closed loop covering the entire chain of online food ordering.This article further proposes specific implementation paths for building a collaborative supervision mechanism and technical support system,aiming to promote collaborative governance among multiple entities,comprehensively enhance regulatory efficiency and scientific decision-making levels,and provide theoretical basis and practical support for the modernization of China’s food safety governance system.
