摘要 通过统计2003—2023年我国特种设备事故数据,分析我国特种设备事故总体特征和事故发生关联因素,厘清特种设备事故与GDP、设备数量、死亡人数、设备种类的关系,揭示设备事故发生致因、发生环节、发生时间和发生行业的规律。首次提出年均死亡人数与变化趋势结合法,将我国特种设备事故变化发展过程分为高位死亡上升期、高位死亡下降期、中位死亡下降期、低位死亡下降期4个历史阶段,提出“单种设备事故死亡率”统计指标,指出不同特种设备品种的事故死亡率差异。研究成果为特种设备安全监管提供数据支撑的同时,也证明我国特种设备监管卓有成效,一定程度上丰富了我国安全监管理论。 Based on the statistical data of special equipment accidents in China from 2003 to 2023,this paper analyzes the overall characteristics of special equipment accidents in China and the related factors of accidents,clarifies the rela tionship between special equipment accidents and GDP,number of equipment,number of deaths and types of equip ment,and reveals the causes,links,time and industry of equipment accidents.For the first time,the method of combi ning the average annual number of deaths and the trend of change is proposed.The development process of special equipment accidents in China is divided into four historical stages:high-level death rising period,high-level death de clining period,medium-level death declining period and low-level death declining period.The statistical index of'single equipment accident mortality rate'is proposed,and the difference of accident mortality rate among different special equipment varieties is pointed out.The research results not only provide data support for special equipment safety supervision,but also prove that China's special equipment supervision is effective,which has enriched China's safety supervision theory to a certain extent.
