摘要
跨部门政务数据共享是提升政府治理效能的关键,但实践中常陷入集体行动困境。研究发现,当前跨部门政务数据共享集体行动面临协商、违约、分配与安全四重困境:话语权不对称导致部门间权责利失衡,数据排他性与专用性加剧了违约风险,成本沉没性与绩效模糊性削弱了共享激励,数据非竞争性与可复制性则引发安全隐患。制度性集体行动框架下,共享集体行动困境是部门在多重利益博弈下理性选择的结果:纵向层级博弈中,下级政府将消极共享视为“最优解”;条块分割下,双重领导加剧了部门利益分化;部门间数据利益博弈催生了“隐匿式共谋”行为。为破解困境,应构建激励相容机制以增强共享动力,强化平台赋能机制以提升技术与制度协同,明晰权责利边界以规范共享治理,建立信任机制以促进部门间合作文化。
Cross-departmental government data sharing is crucial for enhancing governance efficiency,yet it often falls into collective action dilemmas in practice.Research reveals that current cross-departmental data sharing faces four interrelated dilemmas:negotiation,default,distribution,and security.Asymmetry in bargaining power results in imbalances in departmental authority,responsibilities,and interests;data exclusivity and specificity exacerbate default risks;sunk costs and ambiguous performance metrics weaken sharing incentives,while data non-rivalry and replicability trigger security concerns.Under the Institutional Collective Action(ICA)framework,these dilemmas emerge as the rational outcomes of multi-level interest games among departments.In vertical hierarchical games,subordinate governments view passive sharing as the“optimal solution”.The fragmented bureaucratic system under dual leadership intensifies departmental interest divergence.Inter-departmental data interest games foster“hidden collusion”behavior.To overcome these dilemmas,this paper proposes:establishing incentive-compatible mechanisms to enhance sharing motivation;strengthening platform empowerment mechanisms to improve technology-institution synergy;clarifying boundaries of responsibilities,rights,and interests to standardize sharing governance;cultivating trust mechanisms to foster a culture of inter departmental cooperation.
