摘要
新村民是我国乡村社会的重要构成主体之一,也是实施乡村振兴战略工作的一项关键要素。其作为由专业应用、政策解读、商业运营与市场开拓等复合型技能人才构成的乡村队伍,通过融入乡土社会逐步蜕变外来者身份,转化为当地居民进而成为乡村人才振兴的核心力量。在贵州省的乡村振兴工作中,新村民历经了共治、共建、共融的实践过程,凸显了外来人才流入乡村并参与地方建设的良性运行机制。同时,新村民依赖自身资源、利用区域政策等,投身乡村本土的经济发展、地方推介、文化创新、产业升级,并参与到社会治理中。新村民作为乡村人才振兴的新模式,不仅是宜居宜业和美乡村建设的践行者,更是推进现代化乡村持续发展的关键智力支撑和优质人力源泉。
New villagers are among the important subjects in China’s rural society and a crucial element in implementing the rural revitalization strategy.As part of the rural talent pool equipped with comprehensive skills such as professional application,policy interpretation,business operation,and market development,new villagers have gradually shed their status as outsiders,integrated into rural communities,and transformed into local residents,thus emerging as the core force for rural talent revitalization.In the process of rural revitalization in Guizhou Province,new villagers have gone through the practices of joint governance,construction,and integration,highlighting a positive operating mechanism where external talents flow into rural areas and contribute to local prosperity.Meanwhile,relying on their own resources and local policies,new villagers have been actively engaged in rural economic development,local promotion,cultural innovation,and industrial upgrading,and in social governance affairs as well.As a consequence,new villagers are not only the practitioners of building beautiful and livable rural areas but also the key intellectual support and high-quality human resource for promoting the sustainable development of modern rural areas.
