摘要
完善强农惠农富农支持制度,对推进城乡融合发展、实现乡村振兴意义重大。在现实层面,该制度是丰富“三农”政策的应有之义,能解决现阶段农业农村发展的现实矛盾,也是加快农业农村现代化、建设农业强国的现实要求。遵循完善强农惠农富农支持制度的五大原则,聚焦健全保障粮食安全体制机制、完善防止返贫致贫机制、促进县域富民产业发展、强化农村基本公共服务保障、健全要素优先保障机制等重点任务,全方位、多层次为城乡融合发展及乡村振兴提供制度保障与实践路径,助力农业强国建设与中国式现代化推进,让亿万农民在城乡融合发展中共享发展成果,提升获得感、幸福感、安全感。
Improving the support system for strengthening agriculture,benefiting agriculture and enriching agriculture is of great significance in promoting the integrated development of urban and rural areas and realizing rural revitalization.At the practical level,this system is the proper meaning of enriching"three rural"policy,solving the real contradictions of the current stage of agricultural and rural development,and is also a realistic requirement for accelerating the modernization of agriculture and rural areas and building a strong agricultural country.It follows the five principles of improving the support system for strengthening and benefiting agriculture and enriching agriculture,focuses on key tasks such as improving the institutional mechanism for guaranteeing food security,improving the mechanism for preventing the return of poverty,promoting the development of county-area people-enriching industries,strengthening the guarantee of basic public services in rural areas,and improving the mechanism for guaranteeing the priority of key elements,so as to provide systematic guarantees and practical paths for urban-rural integration and rural revitalization in an all-round way,and to assist in the construction of a strong agricultural country and the modernization of Chinese-style agriculture.Modernization,so that hundreds of millions of farmers can share the fruits of development in the integrated development of urban and rural areas,and enhance the sense of acquisition,happiness and security.
