摘要
在不断加强的财政支持下,我国农村养老服务发展取得了积极进展,但仍面临供需两侧多方面因素的多重挑战,财政支持亦有进一步可为空间。结合各地的共性、差异性以及实践探索状况看,我国农村养老服务适合走一条以需求为导向,政府充分发挥积极有为作用、有效激发农村内生动力,促进多元主体协同共治、互补互动的包容性发展与治理之路。为此,须进一步优化财政支持政策:立足“保基本、兜底线”,夯实财政投入保障机制;基于服务对象密度,支持均衡建设三级养老服务网络;提供尽可能的财政支持,加快推进农村互助养老发展;优化财政支持方式,不断提升农村有效需求,增强行业吸引力;进一步优化税式支出等政策,支持农村社会组织健康发展。
With continuously strengthened fiscal support,China has made positive progress in the developmentof rural ageing services,but it still faces multiple challenges from various factors on both the supply and demandsides,hence there is further room for fiscal support.Based on the commonalities,differences,and practical exploration in various regions,it is suitable to take a demand-oriented path of inclusive development and governance forChina's rural ageing services,where the government fully plays an active and proactive role,effectively stimulatesthe endogenous driving force in rural areas,and promotes the collaborative governance and complementary interaction of diverse subjects.To this end,it is necessary to further optimize fiscal support policies in strengthening themechanism for guaranteeing fiscal investment based on the principle of“ensuring the basic needs and botom line”,supporting the balanced construction of a three-level ageing service network based on the density of service recipients,providing as much fiscal support as possible to accelerate the development of mutual elderly care in rural areas,optimizing fiscal support methods to improve effective demand continuously and enhance industry attractivenessin rural areas,and perfecting tax incentives policies to support the healthy development of rural social organizations.
