摘要
“一带一路”倡议作为新时代国际合作的重要平台,对沿线国家减贫与包容性发展发挥着重要作用,也为全球减贫事业提供了新机制、新模式和新路径。文章基于2009—2021年113个沿线国家的面板数据,构建多时点双重差分模型实证检验“一带一路”倡议对沿线国家减贫的作用机制与影响效应。研究表明:“一带一路”倡议对沿线国家贫困发生率、贫困深度、贫困强度降低具有显著的促进作用,并通过了稳健性检验;对沿线国家的减贫效应具有异质性影响,尤其对海上丝绸之路、中国邻近及低、中低收入国家减贫的促进效应更加明显;“一带一路”倡议使得中国对沿线国家直接投资增加、进出口贸易规模扩大,显著推动了沿线国家减贫。研究结论对进一步推进“一带一路”沿线国家减贫与共建高质量发展具有重要现实意义。
The"Belt and Road"Initiative,as a vital platform for international cooperation in the new era,plays a crucial role in poverty reduction and inclusive development for countries along the route,offering new mechanisms,models,and pathways for global poverty alleviation efforts.Utilizing panel data from 113 countries along the route from 2009 to 2021,this article constructs a multi-period difference-in-differences model to empirically test the mechanisms and impact of the"Belt and Road"Initiative on poverty reduction in these countries.The research indicates that the"Belt and Road"Initiative significantly promotes a reduction in the occurrence rate,depth,and intensity of poverty,with results passing robustness tests.The poverty reduction effect exhibits heterogeneous impacts on countries along the route,with particularly notable effects for Maritime Silk Road countries,China’s neighboring countries,and low and middle-low income nations.The"Belt and Road"Initiative has increased China's direct investment in countries along the route and expanded the scale of import and export trade,significantly driving poverty reduction in these nations.The research conclusions hold important practical significance for further promoting poverty reduction and cooperative high-quality development in countries along the"Belt and Road"route.
