Research on the Coupling and Coordinated Development of Science and Technology Talents and Innovation in Gansu Province

摘要 为深入剖析甘肃省科技人才与科技创新协同发展关系,研究构建包括6个一级指标和24个二级指标的科技人才发展与科技创新发展耦合协调发展评价指标体系,通过实证分析2011—2023年相关数据,系统测算二者的综合发展指数、耦合度及耦合协调度。研究发现,“十二五”以来甘肃省科技人才发展和科技创新发展的综合发展指数展现出较强的增长韧性与持续活力,数据表明,科技人才发展和科技创新发展之间呈现出高强度的关联互动关系,且二者之间的作用关系实现从“低水平强关联”向“高水平优质协同”的跃升,逐步形成了良性互动、互促共进的高质量发展格局。研究结合当前发展中存在的科技人才结构不够优化、科技人才经费投入不足、科技人才能力有待提升、科技人才服务效能不足等问题,从构建精准高效的政策支持体系、完善多元协同的资源投入机制、打造优质创新生态环境三方面提出进一步推动科技人才与科技创新向更高水平协同发展迈进的对策建议。 In order to deeply analyze the relationship between scientific and technological talents and the coordinated development of scientific and technological innovation in Gansu Province,a coupled development evaluation index system for scientific and technological talent development and technological innovation development was studied and constructed,including 6 primary indicators and 24 secondary indicators.Through empirical analysis of relevant data from 2011 to 2023,the comprehensive development index,coupling degree,and coupling coordination of the two were systematically calculated.Research has found that since the 12th Five Year Plan,the comprehensive development index of scientific and technological talent development and scientific and technological innovation development in Gansu Province has shown strong growth resilience and sustained vitality.Data shows that there is a high-intensity interactive relationship between the development of scientific and technological talents and the development of scientific and technological innovation,and the interaction between the two has achieved a leap from"low-level strong correlation"to"high-level high-quality collaboration",gradually forming a high-quality development pattern of benign interaction and mutual promotion.Based on the current problems of insufficient optimization of the structure of scientific and technological talents,insufficient funding for scientific and technological talents,the need to improve the capabilities of scientific and technological talents,and insufficient service efficiency of scientific and technological talents,this paper proposes further countermeasures and suggestions from three aspects:building a precise and efficient policy support system,improving a diversified and collaborative resource investment mechanism,and creating a high-quality innovation ecological environment to promote the advancement of scientific and technological talents and innovation to a higher level of synergy.
