摘要
中国共产党深刻把握数字技术浪潮带来的历史机遇与挑战,始终遵循以人民为中心的价值逻辑,高质量推进数字化党建与数字中国建设,并以“数字+”为手段推动实践各领域变革式创新。在数字技术加速演进的新形势下,中国共产党领导的数字化建设,发展出以数字化战略能力、协调能力、传播能力、服务能力和动员能力为核心的数字化能力体系,并通过构建示范学习、稳定支持、共建共享、评估反馈和激励约束等重要机制,推动形成政治引领、制度保障与技术驱动相互促进的数字化建设新格局。
Against the backdrop of the rise of global digital party building,the digital capacity building of the Communist Party of China has always adhered to the value logic of putting people at the center,serving the high-quality development of digital Party building and digital China construction,and promoting the innovative practice development of transformation in various fields through"digital+"as a means.The Communist Party of China has achieved the structural adjustment of the party's functions through technological empowerment,promoted the improvement of digital capabilities,and developed a systematic leadership capability collection centered on digital strategic capabilities,digital coordination capabilities,digital communication capabilities,digital service capabilities,and digital mobilization capabilities,further enhancing the governance efficiency of the party.To achieve iterative empowerment of the digital capabilities of the Communist Party of China,it is necessary to continuously innovate and optimize the demonstration learning mechanism,stable support mechanism,co-construction and sharing mechanism,evaluation and feedback mechanism,and incentive and restraint mechanism,and promote the adaptive and coupled development of digital technology and party governance.
