摘要
顺应人类社会发展由信息文明向数字文明社会转型跨越的大趋势,破解新时代人民群众对网络“法福利”需求的供给不充分、不平衡难题,弥补网络综合治理体系和治理能力的短板,直面百年未有之大变局背景下构建全球网络空间命运共同体,是习近平“网络强国”重要论述产生发展的坚实社会基础、浓烈现实需求及深刻国际背景。习近平“网络强国”重要论述的核心要义包括“时势论”“布局论”“性质论”“驱动论”“融合论”“命门论”“安全论”“治网论”“体系论”“增量论”“人才论”“共赢论”“保证论”。习近平“网络强国”重要论述是对马克思主义经典作家关于“科学技术是生产力”基本原理的继承和发展,是对新中国70年科学技术现代化理论、制度与实践的创新发展,是新时代实现由“网络大国”向“网络强国”伟大跨越的“行动指南”。
In accordance with the general trend in the development of human society in her transition from an information civilization to an intelligent civilization,to solve the problem of insufficient and unbalanced supply of social goods to answer the people’s demand for“legal welfare”in cyber-space in the new age,to make up for the short-board of the comprehensive cyber-society governance system and governance capabilities,and to face the challenges of“building a community with a shared future in cyberspace”against the background of“major changes unseen in a century”,there are solid social foundation,strong practical needs and profound international context for the development of the important thought of Xi Jinping on“building an international power in cyberspace”.The core elements of Xi Jinping’s Important Exposition on“Cyber Power”include“theory of time situation”,“theory of layout”,“theory of nature”,“theory of driving force”,“theory of integration”,“theory of key”,“theory of security”,“theory of network governance”,“theory of system”,“theory of increment”,“theory of talent”,“theory of win-win”and“theory of guarantee”.Xi Jinping’s Important Exposition on“Cyber Power”is the inheritance and development of the basic principle of the classic Marxist assertion that“Science and Technology is Productive Forces”in the new era;it is the innovative development of the theory,system and practice of“Science and Technology Modernization”in the past 70 years of New China;it is an“action guide”to turn the a“up and coming force in cyberspace”into an“international power in cyberspace”.
