摘要
随着市场化改革的推进,铁路运输领域面临日益增加发展要求,为对铁路货物运输市场运行状况进行合理评估,通过分析相关政策文件、期刊文献等方式,构建铁路货物运输市场运行评估初始指标体系,采用文本相似度和专家打分法的方法,从主客观相统一的角度对铁路货物运输市场运行评估指标进行筛选,构建铁路货物运输市场运行评估指标体系。运用熵权-灰色关联度融合法对构建的评估指标体系进行重要度分析,确定各级指标的重要度,确保指标体系的科学性和有效性。结果显示,“市场运行”是权重最高的一级指标,二级指标“运输价格”和“设施评估”项下三级指标之间的差距较大,三级指标中“运输事故率”的权重最大,为铁路货物运输市场运行评估提供理论参考。
With the advancement of market-oriented reform,the railway transport sector is facing increasing development requirements.To reasonably evaluate the railway freight transport market operation,an initial indicator system was constructed based on relevant policy documents and journal literature.Text similarity and expert scoring methods were employed to screen the evaluation indicators from the perspective of the unification of subjectivity and objectivity,leading to the construction of an indicator system for evaluating the railway freight transport market operation.The entropy weight-grey correlation fusion method was applied to assess indicator importance,determine the weights at all levels,and ensure the scientificity and effectiveness of the system.The results show that“market operation”is the highest-weighted first-level indicator.A large gap exists among the third-level indicators under the second-level indicators“transport price”and“facility evaluation”Among the third-level indicators,“transport accident rate”has the greatest weight.The findings provide a theoretical reference for evaluating railway freight transport market operation.
