摘要
复合性成为当前各类型公共危机事件的基本特征,由此带来的灾害风险情景与公共部门功能间的张力日益凸显。如何形成适应风险情景的公共部门应急文化,成为学术界与实践界共同关注的问题。根据既有应急管理跨学科知识体系与灾害应对工作实践,本文认为变动风险情景下的两类现实问题驱动了公共部门应急文化的生成与发展。据此,本文进一步厘清了“内容一结构”耦合下的公共部门应急文化的理论内涵,并以韧性治理能力提升为目标,提出了公共部门应急文化的实践路径。
The compound has become a defining characteristic of public crises,leading to an increasingly evident tension between the functions of the public sectors and risk scenarios.The development of an emergency culture in the public sector that can adapt to these risk scenarios has emerged as a key concern for both scholars and practitioners.Drawing on the interdisciplinary knowledge base of emergency management and practical experiences in disaster response,this paper identifies two types of challenges under dynamic risk scenarios that have spurred the emergence and evolution of an emergency culture in the public sector.Accordingly,the paper clarifies the theoretical connotations of an emergency culture in the public sector,which is based on the coupling of content and structural elements.Furthermore,with the goal of enhancing resilient governance capabilities,the paper proposes practical pathways for the implementation of such an emergency culture.
