加拿大阿省2030战略:背景、内涵及启示

摘要 在全球化、数字化、老龄化等多重叠加背景下,劳动力市场正经历着深刻而复杂的变革。各国面临的技能供需矛盾日益凸显,如何培养学习者就业和职业发展所需的技能已成为各国教育政策设计的重要议题。2020年,阿尔伯塔省对中学后教育系统进行全面的审查,并基于多元主体的全面参与、各地最佳做法的融合与对本土就业技能实况的洞悉察识,出台了《阿尔伯塔2030:培养就业技能战略》,构建了覆盖学生入学到毕业的六大核心目标,并据此制定了目标引领下的行动计划和保障举措。 Against the backdrop of multiple overlapping contexts,such as globalization,digitalization and ageing,the labour market is undergoing profound and complex changes.The contradiction between supply and demand of skills faced by countries is becoming increasingly prominent,and how to cultivate the skills needed for learners’employment and career development has become a key issue in the design of education policies worldwide.In 2020,Alberta conducted a comprehensive review of its post-secondary education system,based on the full participation of multiple stakeholders,the integration of best practices in various regions,and insights into the actual situation of local employment skills,developed Alberta 2030:Building Skills for Jobs Strategy,which has six core objectives covering students from enrolment to graduation,and accordingly formulates an action plan and safeguard initiatives led by the objectives.
