数字治理从“赋权”到“平权”:数字素养培育的生成机理与实现方略 被引量:4

摘要 数字素养培育是数字赋能的核心议题之一,而数字赋能的非均衡性和结构性能力分化催生了效率与公平的价值张力,致使数字治理正经历从数字“赋权”到“平权”的深层逻辑重构。因而,通过构建“接入—能力—参与—伦理”的四维理论分析框架,剖析数字素养培育困境及其生成机理,发现接入壁垒、能力断层、参与异化与伦理消解是引致效率与公平这一价值张力的因素,为打破效率与公平之间的藩篱提供解释路径。因此,需要以普惠接入、分层赋能、开放参与、规范伦理、多元协同为主要内容,强化数字素养培育,以推动数字治理效能的提升。 The cultivation of digital literacy is a core issue in the empowerment of digital governance.The uneven distribution and structural differentiation of digital capabilities have created a tension between efficiency and equity,leading to a deep restructuring of the logic of digital governance from empowerment to equitable governance.Therefore,by constructing a four-dimensional theoretical framework of'access-ability-participation-ethics,'this study analyzes the challenges and mechanisms behind the cultivation of digital literacy.It identifies access barriers,capability gaps,participation alienation,and ethical erosion as key factors causing the tension between efficiency and equity,providing an explanation for breaking down these barriers.To enhance the effectiveness of digital governance,it is essential to focus on inclusive access,tiered empowerment,open participation,standardized ethics,and multi-party collaboration in the cultivation of digital literacy.
